Weekly Blast: The Board held its monthly meeting on Wednesday. We’re trying a different agenda format to improve efficiency and shorten meeting times. A “consent agenda” allows usual items like minutes, committee and officer reports, financial reports, and invoices to be reviewed in advance of the meeting. When the meeting begins a board member can request that any item from the list be moved to the “regular” agenda for discussion and consideration. In this way any item where concerns or questions exist are scrutinized. Anything that remains on the consent agenda is approved by unanimous consent in its entirety. On Wednesday it seemed to work well, however it’s new so we’ll see how it goes. One item of interest (not on the consent agenda) was a Resolution regarding the Safe Routes to School (SRTS) Plan prepared by the Wisconsin Rapids School District. The District includes Grant Elementary School right here in the Town of Grant. Recall some months ago we had an informational meeting for residents in the Mertz Subdivision just south of Grant Elementary. The residents did not want sidewalks for bike or pedestrians installed whenever the roads are reconstructed. Originally the Town included this option in two grants submitted to the Wisconsin Department of Transportation (WisDOT). Neither were funded, nor were two recent ones WITHOUT sidewalks included. In short, the SRTS Plan and the Resolution signed do not include any sidewalks within the Subdivision; only a short, cemented area at the corner of 85th/CTH WW at the request of the Portage County Highway Department. This, in hopes of a future enhanced crosswalk across the highway. This Resolution may be submitted with any future funding requests to reconstruct the roads within the Subdivision. NOTICE IS HEREBY GIVEN THAT The Board of Review for the Town of Grant of Portage County shall open the Board of Review on the 3rd, day of June 2024 from 7:30 AM to 7:45AM, at the Grant Town Hall located at 9011 County Road WW Wisconsin Rapids, Wisconsin 54494.  The board of review will resume meeting on June 24th from 4:00PM – 6:00PM at the Town Hall.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

No person shall be allowed to appear before the Board of Review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to view such property.

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the board about that person’s objection except at a session of the board.

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of any assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before objection is heard if the objection is allowed because the person has been granted a waiver of the 48-hour notice of an intent to file a written objection by appearing before the board during the first two (2) hours of the meeting and showing good cause for failure to meet the 48 hour notice requirement and files a written objection, that person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board member, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.

When appearing before the board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvement that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.

No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specified in the manual under Sec 73.03(2a), that the Assessor requests.  The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Section 19:35(1) of Wis. Statutes.

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability.  No other persons may testify by telephone.
